The government has published more detail on how the Security Industry Authority will act as the regulator for Martyn's Law. Here is what venue operators should know now.

What happened

GOV.UK has released information explaining the role the Security Industry Authority (SIA) will take on as the regulator for Martyn's Law, the everyday name for the Terrorism (Protection of Premises) Act 2025. The SIA is best known for licensing the private security industry, but under the new Act it will also oversee how qualifying premises prepare for the duties. The publication sets out the regulator's responsibilities so venues can understand who they will deal with.

What it means for venues

For pubs, halls, churches, cinemas and event organisers, this confirms a single point of contact for the regime. The SIA will handle the notification process and act as the body that supports and oversees compliance once the duties are live. Standard tier covers premises where 200 to 799 people may reasonably be expected at the same time, including staff; enhanced tier covers 800 or more. The aim is a proportionate, supportive approach rather than an immediate enforcement push.

Is anything in force yet?

No. The duties are not yet enforceable. Commencement is expected in spring 2027, and the exact date is still to be confirmed. The SIA's notification process is not live, so there is nothing to register at this stage. This is a chance to get familiar with the regulator before the rules apply.
